What is the best way for a new player to make ISK?

There is no single best way. Pick the one you enjoy, because you will do it for hours. Good starting options:

• Career agent missions: they pay ships and ISK while you learn.
• Level 1 and 2 security missions: steady income plus loot and salvage.
• Exploration: relic and data sites can pay well for a cheap frigate, especially with a group in wormholes.
• Mining: a Venture is cheap and relaxed.

In GFVX you can sell loot and ore at home through the corp buyback at 90% of Jita buy, so you do not need to haul to Jita to get paid.
